Bio

The Phoenix IDA is a mission-driven public-purpose organization dedicated to expanding opportunity and strengthening communities across Maricopa County through innovative financing and strategic investment. Under the leadership of CEO Juan Salgado, the organization has prioritized investments in affordable housing, healthcare, education, and economic development that directly benefit Latino and historically underserved communities.

Since 2009, Phoenix IDA has facilitated nearly $4 billion in bond financing supporting projects that expand access to affordable housing, healthcare, education, and nonprofit infrastructure. Its Home in Five program has helped more than 25,000 families achieve homeownership, many of them first-generation and Latino homebuyers, while its innovative financing has supported transformative developments and expanded access to critical community resources. In 2025 alone, Phoenix IDA facilitated $432 million in capital for 10 community-focused projects, supporting 794 affordable housing units and helping 750 families achieve homeownership.

Phoenix IDA's impact extends beyond financing. The organization works closely with nonprofit organizations, local governments, school districts, and community leaders to ensure its investments reflect the priorities and needs of the communities it serves. Through initiatives such as the School District Surplus Land Initiative and its management of a federally certified Community Development Entity, Phoenix IDA has helped address systemic barriers and bring new investment to historically disinvested neighborhoods. Its sustained commitment to equitable development, responsible stewardship, and community partnership continues to create opportunity and strengthen families throughout the region.
